I threw this together after playing merieke, sharuum, hokori, karn, rafiq, and skullbriar....I just really didn't want to have to dig into bad spells because of color limitations...and I don't like voltron or aggro in this format.  I couldn't find something that was combo/control that I liked until they did the unspeakable- unrestricted worldgorger dragon and gave me a red spell other than recoup, omen of fire, or radiate to play with.

still has some holes in it, but the premise is there-color ramp, tutor, counter, wrath, and win...

Some improvements I am considering finding room for- mana crypt, mana vault, grim monolith(got cut for color search), pact of negation, cryptic command, forbid, hallowed burial.

I am looking for input.  I haven't had a chance to play yet, but the hands I have goldfished averaged turn 5 combo with disruption on at least 1 prior turn.  This deck would be for multiplayer.  Thanks guys...please keep in mind that the list is in it's infancy and doesn't necessarily reflect ideal inclusions that I don't own.  I would like to see the idea list without regard to cost though(i know-mana drain....)

Has it been a problem if you draw your creatures without a way to get them into the GY? Also your mana base looks a little basic heavy. I'd cut a few to add Ravnica shocks and a Reflecting Pool. Even with a playgroup that's actively hating on non-Basics I can't imagine you need that many. How good has Rector been?

You are 100% correct on the manabase.  I would really like it to be:

4 blue duals
10 sacs
4 blue rav duals
Command tower
City of brass
Reflecting pool
Exotic orchard
Strip
Waste

12-14 basics

I would like to be playing a heavier blue counter suite as well.  Rector has been completely insane in every edh deck I have made.  His toolbox may not be completely in the list above, but he normally fetches: necropotence and control magic(note: u can bock Uril with rector and control magic him...hillarious)- here he can get animate dead...which doesn't have to be on the dragon to be good.  Rector is really strong and will continue to be one of the first white cards I add to my lists...also busted with survival!  In my hokori list he finds kismet and humility!  Even sylvan library or phyrexian arena are good fetches with rector.  After you use him to control magic the attacking general once you normally get left alone if you play him in another game.  He is like false prophet or an untapped wurmcoil engine.

I suppose it's mostly the thought that this format is just one big Mistake; and not even a very sophisticated one at that.

I play Scion with BoP, Noble Hierarch, Lotus Cobra, 2cc land fetchers such as Three Visits, Nature's Lore, etc for mana fixing.

My main plan is to bring in Scion, attack the next turn, activate & search Dragon Tyrant, pump and deal 21 general combat damage.

For when I play multiplayer, I have other dragons, such as hellkite overlord, steel hellkite, keiga, yosei, etc.
Copy effects are also pretty good.

For getting stuff in the yard from my hand I use Survival of the Fittest.

I have never cast scion in my games...Shivan Hellkite has lit all my opponents on fire so far.

Paying 40 times 2 mana per shot?
I'm dead long before being able to shoot 40 times with Shivan Hellkite...

Worldgorger dragon + animate dead/necromancy/dance of the dead = infinite mana...then you stop the loop and play hellkite(or use the animate effect to bring back hellkite) and kill everyone at once.  This is a 5 color combo deck...it goes off before turn 6 a lot
