I have engineered plague in play having named elves.  Opponent wants to negate this by casting warcaller paying the kicker once.

So-  warcaller is 1/1 and enters the battlefield with a +1/+1 counter.

Rule 612.3c- pt reducing effects are in layer 7c
Rule 612.3d- pt changes from counters are applied in layer 7d

Why doesn't this mean that warcaller is 0/0 at the end of 7c before the counter's effect can be applied and is therefore dead?  Please assume no other permanents other than basic land.  I am interested in the rule citation stating that all layers should be applied before a creature dies to state-based effects.

The layer system is the order you apply the effects in.  There is no point where they're not all applied however.  It is not at any time a 0/0 creature, so there's no reason for state-based actions to put it in the graveyard.
