This card is interesting. It seemed cute but not hardly worthy of consideration for Vintage. Relentless Rats ftw, right?
But then, someone over in the MTGSalvation thread pointed out that this goes infinite with dredge. Two Darkblasts in hand; pitch them to pay for the ability, replace two of the draws with dredge, rinse and repeat. The threat of self milling yourself is minimal because once you've drawn a good portion of your deck you can start pitching cards you don't need rather than dredgers. You end up with whatever you need in your hand and/or yard.
Now, the requirement that you have Sphinx PLUS two other cards in hand is pretty steep. However, dredge cards are uniquely fit for this purpose because you can use one early, then dredge it back for the combo later. Consider that if you Oath into this guy you will probably hit a few dredgers on the way enabling you to go off pretty quickly.
The effect here certainly seems powerful enough for Vintage. Is there a way to make this work?
