1996 World ChampionWas wondering, if say you play in a 5 proxy tournament. Is this card legal for play like the other promo cards printed, Mana Crypt and Arena?

I mostly depends on the tournament organizer. Personally, at mine I would not allow it.

Mana Crypt and Arena are specifically T1 legal. This is not. For most organizers, that is the key criterion.

As the 1996 World Champion card is encased in a block of perspex, I would rule it as a marked card and would act accordingly (assuming all of the other cards are not encased in perspex too, in which case I would watch the shuffling with great interest)

From all the Promo cards:
Sewers of Estark Nalathni Dragon Windseeker Centaur Giant Badger Mana Crypt Arena
are Type One legal.
Fraternal Exaltation Shichifukujin Dragon (I copy pasted that one) Splendid Genesis 1996 World Champion
are not.

@dandan: If I proxy it, it wouldn't be encased in plastic.
@Toad: May I inquire as to where you got that information? I'm just wondering if there is a specific ruling so I can use it to show other people that no, these are not legal. Because otherwise, the rules state any card with black/white borders and the traditional back is legal.

The thing is, it isn't a Magic card. It's a magic commerorative that happens to have a card inside its like.. square foot cube of plastic. Don't worry, we've already thought about it and had this argument only not through TMD

I'm pretty sure those special cards would fall under the same category as Proposal: not for tourney play. They're not promotional, they're commemoratives. I'm not sure if this is a technical distinction that they've ever bothered to make, since there's only one copy of each of those I think.

This is true. Actually, I'm pretty sure there are 0 copies of the Fuchogushiogmuki Dragon, unless there aren't. I doubt WotC will waste their time to release an "official" rule about this, as they don't control unsanctioned tournaments as it is- which all proxy tournaments are.

Jamison, they'll never be legal at any Proxy tournement I set up at Franks, so I hope you weren't trying, and I doubt Jeff and the rest of the San Diego crew will let you play them either.

There is only 1 of them Dragon things, and only 1 1996 World Champion. After they were made all the other copies were destroyed, as well as the printing "tablet" (whatever it's called).
Splendid Genesis and Fraternal Exaltation were both printed specifically for Richard Garfield, to propose to his wife and for the birth of their first... son? I know there's multiples of Splendid Genesis, CardHaus even has one up for sale I believe, but Fraternal Exaltation might be unique.

No TracerBullet, I wasn't thinking of using them. Just a friend messaged me asking if they were legal and if not, why. I had no ruling to cite for him so I came here asking.
And yes mouth you are correct about the numbers of the cards and the fact that they destroyed the copies and the printing tools used to create the cards. I remember seeing cardhaus with that Splendid Genesis, far too much money for a nonplayable card though.

Fraternal and Genesis were both made when Garfield has his two sons, there were some rumors that only 9 of each were made and some believe there were only 100 or less created of each. The Dragon is unique and it's in display somewhere in Japan (I forget where). 1996 World Champion is also unique.

Proposal was never actually printed; it was just a mockup, like you or I might print out and stick to a card. Splendid Genesis and Fraternal Exaltation were actually printed, however.
