becasue i cant post on the other keeper forum i have decided to start one of my own.
in the type 1 forum there is a new list for keeper. After testing their build i find that it is very strong. except i find that using 1 scepter makes it even stronger. i think 1 is the right number. there are a lot of times it is a dead card. it can aslo be card disadvantage. just tutoring for a scepter works. so i like 1. im in the middle of testing minus 1 wish and plus 1 scepter. i find that the wish is what helps make scepter strong. like wishing for a shattering pulse in a lot of situations. so the testing will continue and i will post and update of scepter and what is taken out.

I don't know very much about the new Kepper, but I think you should run 1 Scepter on SB, and take it out against control decks, it's most powerful then. I  think I will test it more and maybe write a decklist if I find it a good Keeper card.

There you have it. That's we we don't usually run it (at least part of the reason, anyway). Why would you wanna imprint a wished Pulse when you can just wish for a Rack and Ruin? It costs less mana, is less conditional and does the job more efficiently (2 artifacts for a total of 6 mana, at instat speed spread over 2 cards instead of 1 artifact for a total of 7 mana at basically sorcery speed spread over 3 cards or possibly 2 artifacts / 9 mana spreasd over two turns)?

You usually wish for an answer to a given situation. Playing that answer once does the trick 99% of the time.

Scpeter can be run in Keeper but then you have to more or less build your deck around it (Thug's Scepter Control Keeper build, for example).

ok so shattering pulse isnt the best choice. there are still lots of times when it is very good. they dont use it for no reason in europe. it is good against aggro which mabe starting to come back. the new stompy decks have potential. so sceptering a swords is very good.

It looks like scepter is best in a deck built specificaly to abuse it, kind of like building a sideboard to abuse cunning wish, which necessarily  "distorts" your sideboard . When you have 4 fire/ice,4 brainstorms, 1/2 stp, 4 mana drain etc. your chances of having the scepter in conjunction with another card seem to increase. At that point, you are a different control deck than keeper.

u dont need to build a deck around scepter. its already good by itself. but fire and ice is a good card to have on a stick. i dont think u have to change keeper to a different deck to fit in a scepter.
