Burgeoning Light W Enchantment At the beginning of your precombat main phase, add W to your mana pool. If an opponent controls a swamp or a mountain, add WW to your mana pool instead.
My thinking here is that white deserves some mana acceleration, but it shouldn't be as good as green's. Kinda like what you'd get if you crossed Eladamri's Vineyard with Carpet of Flowers with white.
Current Wording
Militia Dues W Enchantment At the beginning of your precombat main phase, add W to your mana pool. If an opponent controls a swamp or a mountain, add WW to your mana pool instead.

The name is stupid. Light can't burgeon.

Suggestions? I didn't want to call it an Orb, because that wouldn't sound like an enchantment at all. I'm not attached to the "Light" idea if anyone has any alternatives.

Well, what does white mana come from? Plains, farms and fountains. Perhaps make this an enchantment that blesses all the water in a river? Is flavourfully more bound to islands and swamps than to mountains and swamps, though.

I was trying to latch onto the enemy color aspect, but I'm not sure how to combine the flavor. My first thought was to have it be in the "taxation" flavor, where the white mage is increasing the tax in the presence of "the enemy". If anyone can think of a good name that matches that, the problem would be solved in a hurry.
I also noticed in the full list of completed cards a very heavy use of the word "Aura", so it'd be preferable to avoid that crutch.

A compulsory tax put in place to fund a war effort.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

Levy is fine, but 'conscriptive' doesn't appear to be a word...it's plain what is meant, but also, I've only ever heard the term 'conscript' used for people draftd into war, not fines or materiel.

Ideas:
1. Martial Levy 2. Defense Levy <---sounds weakest to me 3. Wartime Levy 4. Militia Dues <--- My new preference.
Name changed to Militia Dues unless there's an objection. We can use Levy on something later.

This makes it sound more like you're paying a cost--with the others it's more clear that you're the collecting agent. I'd like to see something better, though.

I still haven't thought of any new names. No one seems to have a problem with the card itself though, so I don't want to simply abandon it. Does anyone have something that fits coming to mind? Possibly using the preferred word "Levy"?

It doesnt seem like a tax or a levy to me. It's more like, a temple where some divine presence, or even just a powerful priest holds power which grows stronger when chaos or evil are near.
It can't really be a temple or a priest because that's not very enchantment like, but it could be a blessing upon the land, or just some area that for some reason is an source of anti-evil power!
Harmonic something? Blessed something? Tranquil something?
Purifying Aura?

I actually like the river idea as it has some logical connection with Mountains and Swamps feeding Plains.
Irrigation Aquaduct ?

"Purified Canal" sounds like a possibility. "Aquaduct" is too technological; even Canal is borderline.
Ooh! "Radiant River"
Flavor text idea: The river's flow accelerated when it was disturbed by its neighbors.
