Ok, I think that parallax's wording is probably the closest, but we can shorten it.
Whenever a player plays a spell with a single target, change the text of that spell by replacing all instances of the noun "target" with "each". That spell no longer has any targets.

I really don't want to make this a radiate enchantment, I would rather make this a replacement enchantment.
I really think that since this replaces text it should stay blue, but if noone else things that, then i s'pose it could be red.

I am not leaning toward creating copies, I am attempting to make it a replacement effect. I want this thing to make Mortify to basically say "Destroy all creatures and enchantments"
I am not sure yet if it is doable or not though. It may need reminder text or something....

Microscopic Universe  Enchantment If a spell or ability would only have one target, it instead targets every legal target. I've got the whole world in my hands.I know that this thing is powerful, but i think that the cost fits the effect. Upheaval costs 6. Micro Universe and Boomerange costs 7. Pyroclasm costs 2. Micro Universe and Shock costs 6. Anyways, I think I proved my point... CURRENT WORDING:Microscopic Universe

Lasting Legacy  Enchantment When a green creature you control is put into a graveyard from play, you may remove it from the game. If you do, you may put a green creature from your hand into play at end of turn with converted mana cost less than the converted mana cost of the removed creature. Since I am posting this from college, I will only be able to check up on it once a week. Pattern of Rebirth was the biggest inspiration for this card, but i think it being an enchantment can lead to some fun casual style decks. I don't think that this could lead to any real degenerate style decks, because of how narrow it actually is, but perhaps we could drop the whole green restriction. CURRENT WORDING:Lasting Legacy
 Enchantment When a green creature you control is put into a graveyard from play, you may remove it from the game. If you do, reveal the top cards of your library until you reveal a green creature with converted mana cost less than the converted mana cost of the removed creature. Put the revealed creature into play and the rest of the revealed cards on the bottom of your library in any order.

Here are some other possibliities that would make sure that it isn't crazy broken Prismatic Reverie Instant Reveal the top card of your library. If it is a land card, add two mana of any combination of colors to your mana pool. Draw a card. Prismatic Reverie  Instant As an additional cost to playing Prismatic Reverie, discard a land card from your hand. Add two mana of any combination of colors to your mana pool. Draw a card. Blood Bargain Activates
Life: 0
Anywho, just for security purposes, we'll keep this at 3BB.
Changed the wording so now it is all life lose, but in addition, the card drawing is no longer optional.
