due to summoning sickness - id rather play the storm win if im going to dump my deck into the yard, as opposed to waiting around 2 more turns for this guy to time vault win.

meh no big deal in terms of time vault. Tezzeret or Voltaic Key already win without summoning sickness plus waiting an extra turn on top of that ( you have to tap to imprint and tap to take a turn ) without the need to somehow get vault in the yard first.
It's cool and has uses in non vintage settings I would think, but it seems uber slow compared to what we already have access to.

A trinket mage package might be solid to help with aggro matches and grab silver bullets. Id run 2-3 trinket mage 1 pithing needle, 2 E. Explosives, 1 graveyard kill Artifact, a 0 or 1 cost artifact blocker (shield sphere possibly).
I'd also consider 1 helm of awakening SB to combo with leylines. I'd change the doom blades to lightning bolts or an Edict effect. Edicts are better vs oath guys and bolts are better vs jace + guys. Then you have the option of running a second or 3rd tinker target in the side. I'd also consider Serenity and Balance for the side if you want something extra for sweep effects. Sundering Titan might make a solid tinker target if you can manage it while you have a city and moxes for mana as opposed to duals like many other people.
Spell Pierce or Spell Snare may also be useful as a 2-3 of somewhere.

The main reason is because cutting off one card isnt good enough, even at one mana. You could be drawing 3 cards via Ancestral Recall and getting +2 CA instead of no CA, for one example.

Runeflare Traps are really useful right now. Between gush, jace and bazaar of Baghdad there are alot of decks that draw 3+ cards a turn.

I'll chime in and note that this is actually the opposite method of stacking the triggers that players normally use specifically because doing so makes smokestack worse for the opponent ( they have to sacrifice more permanents 1 to your none then 2 to your 1 etc) .
That is likely where your confusion comes into play since in this case, the line of play is opposite of what is normally done.

If you add Citadel I'd consider a strip mine and crucible of worlds as well as sundering titan as your tinker bot with wastelands SB. A strong mana denial package has been what I've personally ran in my slaver lists since day one. It's not always right for the metagame however, so figure out what you can expect to play against.

I would cut one Jace for a Tezzeret. You play him and untap some crap then swing for the win next turn or do the time vault again. A much faster I win card than Jace IMO.
I'd cut a fetch for an island to help the mana base a bit. I'd cut another Jace for Gifts Ungiven. That card is at it's strongest in Slaver and Combo.
As for the Spell Pierce, I'd maybe try running Engineered Explosives there for some broad spectrum removal.
I would cut mox pearl and mox emerald for 2 mox opal and test it out to see if they work well or not.

A deck choice like this only works when you aren't playing in a sea of null rod, chalice of the void and wasteland. This is merely a concept list as to how to fit The Riddler into affinity / storm and does not suggest that this kind of deck is viable everywhere .
This would wreck my local meta because it is more like legacy than vintage here.

This list is designed to be beatdown first and combo second or vice versa depending on your draw. I wanted to fit either a set of FoW or Duress in the main to help have some kind of disruption but I don't know where to put them. You get Tezzeret and storm combo as your secondary lines of play, but you really want to grab a Plating and start swinging.

The thing is that Riddler is a draw engine in an artifact deck. You can use a draw engine in many ways, but what way do you want to use it in this particular deck ?
As for tinker or weld targets I'd say Steel Hellkite from scars is nice when not having to handle Null Rod. I'd also consider running a few more ETB artifacts to pair with welder and Esperoza. Contagion Clasp or Contagion Engine might be nice against aggro as would Wurmcoil Engine.
As for what other kinds of things you can do with Riddler : Affinity beatdown or storm combo.
Taking a page out of affinity, you may consider running Thoughtcast in this deck if you run more blue sources ( a Mox Opal or 3 ? )

I'd likely run goyf sideboard and instead run lotus cobras. Then I'd cut a FS for a Tendrils and cut the second misdirection for a necropotence. That would be a start for cobra gush.

how much do you see non basic hate llike blood moon and wasteland ? Shop is harping on you for having a weak mana base but that may not matter for you. I'd think that Cabal Therapy and Tendrils of Agony would be solid black cards to add for you. Also possible is Root Maze or Thorn of Amethyst to slow down other combo decks.

Summoning sickness doesn't count IMO. Bob doesn't draw a card until the next turn and he sees play. Bob dies to the same things that Magus does ( aside from blue hate).
Please explain how card advantage and card disadvantage are the same thing. And 2 > 0 is relevant as well. Both cards require the deck they are put in to consider their drawbacks. Bob limits casting costs and could kill you, Magus necessitates some kind of graveyard recurrence to utilize the discards. Magus would be strictly worse than bob, if the deck didn't already use the graveyard in the first place.
