The application is narrow since the "Whenever" clause looks difficult to trigger in all but the most dedicated creature decks.  The art & flavor are fantastic.  Getting this to trigger would allow the active player to declare "Bedlam," ie that no creatures can block.  So it busts open a creature standstill and makes opposing Planeswalkers vulnerable to direct attack.  Shares a creature type with all Humans and a secondary type with Thalia and Porcelain Legionnaire who also have first strike.  I can see running this experimentally as a one-of in a very creature-heavy Cavern build.  Direct comparisons for the kind of function it has are Rafiq of the Many and the new "everyone gets Exalted" Angel.  We can experiment with running 4CC creatures because with Cavern in play, there is no longer the risk of running into a Drain or having all of that investment Force of Willed.   

Verdict: difficult to trigger but devastating if it does.  Merits testing.

You need 4 CREATURES to make this work, and if it does, you also need your opponent to have enough creatures so it makes a difference. Otherwise it's 4 mana for 3 power. At least the new Angel has evasion and packs a good punch.

To win bear stalemates.  That said, several better options exist already. Ie. Elspeth Knight Errant pumps, has "haste," and has some proven value in Legacy.

I'm pretty sure that any game state where you can resolve a 2WW creature and swing with 4 total means is not worth considering.

With that in mind, he's a legendary 2WW 3/4 first striker. He will beat most any creature except goyfs, oozes,  some of the larger mud dorks, and he dodges lightning bolt and pyroclasm.

I don't think his upsides outweigh the 2WW cost and legendary drawback. Elspeth would be a better choice for breaking board stalemates at 2WW

No, I only remember something about a 10/9 Angel that was doomed because it could be Vapor Snagged.  The Opposition Task Force failed there I am afraid.

This guy has pros if one is concerned about Thorn/Thalia effects and playing Cavern on Human.  There are quirky elements that aren't apparent at first glance.  It has an interesting effect against Oath; Spirit tokens trigger the ability and the Bedlam factor pushes everyone past for a swing in a "fateful hour" kind of turn.  Obviously, it's good with board populators like Noble, Mishra's Factory, and Mayor of Avabruck.  Potentially hilarious effects with deathtouch.  Turns Thalia into a Lavamancer and Legionnaire into a Lightning Crafter.  As I see it, the card is defensive in that it wards off attackers with first strike and has resilient toughness, allowing one time to build board position, and then it transforms into a finisher and board sweeper.  It's slow and slightly overcosted, but on the other hand, I understand why that ability is priced that way because it's devastating if triggered.  I have to test it before writing it off.

Well, Fish has been so influential that utility creatures are now the backbone of almost every deck.  Every match-up is the "mirror" in that sense: the mirror with Tinker, the mirror with Trygons, the mirror with Trinket Mages, and the mirror with the Golem that hates 3/X first strikers.  I am being only somewhat facetious; the broader point is worth considering.  Smile
