This may be a "stupid" question but I'm not too familiar with how Planeswalkers work... do they have summoning sickness? is that why you have to pass the turn in order to go busted?
Planeswalker cards don't have summoning sickness since they're not creatures.
You can only use an ability of a planewalker once per turn per card.
So, to relate that to Tezerret:
You play him and use the search ability to get time vault. You can't use the untap ability of tezerret this turn since you used the search ability which is why you have to pass the turn.
