you can be one turn faster, but if you hit sharuum before portal you waste a turn (with respect to angel/dragon oath). Playing intuition in response to the oath trigger would solve this, but that makes it a 3 card combo.
The chance to hit sharuum before portal is 50%, so you only gain half a turn

to me it seems you have the same problem here, but with portal instead of fatties. Having a sharuum in hand is not really bad, but with a portal in hand the chance of hitting portal before sharuum is only 1/3. With a sharuum in hand the bridge kill will become impossible unless you also run krosan, blessing is terrible with loam, bridge and sharuum. That will leave you with a lot of dead cards (2 sharuum, 2 portal, loam,bridge, krosan reclamation) over angel oath.

manaburn happens at end of phases, upkeep and draw step are both part of the beginning phase so you can float mana in your upkeep

The text "if mana vault remains tapped during upkeep" to me implies that it can be untapped during upkeep, otherwise it would have said "if mana vault is tapped during upkeep"

besides that, I really like the flavour of immediatly storing your turn in the vault, but that is another matter

dream halls was not restricted for a very good reason, but it has been restriced for a long time. This card may not be overpowered in standard, but it is far too good in vintage.

you have to shuffle your hand and permanents into your library, so you will get to more than 7 cards that way

This card is better than crypt for only one reason in vintage : 
 - Ichorid plays chalice for 0 to protect from crypt.

This card will shine the most in a format defined by tarmogoyf, read legacy....

Also, I'd like to point out that, oftentimes, Ichorid only drops a single Dredger into the yard off their first Bazaar.  Taking that with the tap ability is a huge tempo swing in and of itself, and then keeping the 'Crypt' on the board is a major advantage.

the problem with this is that the opponent can choose which card is removed, so he wont remove the dredger. It may still be some good, but this doesnt work

well, why not just fetch time vault?
With nought you alse have to pass the turn, most probably even twice, after fetching it, with time vault you just win if your opponent doenst next turn

and for two mana you can play mana severance. The effect is the same(you can pitch all cards you find(except for mox and lotus)), it can already be pitched and doesnt help the opponent

that would make it a belcher-like deck I think. It needs two mana less to combo out, but you need to find the leyline in your opening hand. You can play a better manabase (you can use lands), which you need because you cant mulligan to find a better hand just for mana. I dont know if the two mana is important enough, I dont play vintage myself, but you could try

reset is a nice way to keep paying for stasis, it might get difficult with only 22 blue sources (not counting lotus). It also make morphling a better kill. A single frozen aether wont do much.
I dont know if chronatog will be good enough, vintage decks can do a lot with very little mana, so without a frozen aether on the board I dont think you will be able to keep them down.

Why not use Woodfall Primus instead of angel? It cant target creatures or block platz, but it cant be chumped, and when sacced to therapy it comes back to take another permanent

if they play the thoughtseize only to protect the bomb they want to play misdirecting it seems great, as you will be able to take their bomb away.

I forgot you will never run into non cycling cards, so you dont need  the lands.
In that case I dont think you need that much slivers. Of course it is more fun, so it might be better suited for casual, but some search, card drawing or defense might be better.
a sliver base like:
4 homing
4 virulent
1 reflex
1 shadow/shifting

or if you want to have some backup in case you play against multiple players:
4 homing
4 might
1 fury
1 reflex
1 shifting
1 legion
1 synchronous

The lots of slivers version is more fun though, so go for that if fun is more important

I guess you mean fluctuator instead of memory crystal?
I really think you will  want cycling lands, otherwise you will end up with a lot of land in your hand, stopping you from comboing out, at the least add poluted mire and blasted landscape.

the combo is easier with random cycling creatures + living death. The creatures you get will be worse, but you wipe the board as well, and you only need one fluctuator, getting two fluctuators without any search will be hard
