This is ambitious for a single person to do. But, if you found, for example, one volunteer per state, it should be very doable.
Not really. How many hobby shops have a few packs of the most recent set for sale but nothing else? WotC would have a list of everyone who buys appreciable quantities directly, but they wouldn't necessarily know where every box from every distributor went, much less who buys boxes off eBay then sells the packs for MSRP.
