Since the power department has been fixed, I may as well go for flavour.
So far I have thought of two solutions:
1. The cleric does not need to fight for its ability to work - he merely imbues powerful spirits into the warriors. Name: Soul Infuser
2. Change the creature type to Knight. Knight is a common creature type for black and white as well (see Black Knight, [card]Knight of Dusk[/card], [card]Marauding Knight[/card]) and is much more battle-happy than clerics. Name: Wayward Herald

I can't quite believe there is not an insta-playable wall printed yet... and yeah, this is a common white creature for the TMD set.
Current version:

EDIT - Reduced mana cost from 1W to W. EDIT - Power reduced from 1 to 0.

Aegis's Blessing WW Instant Target creature gets +1/+3 and first strike until end of turn. Put a link counter on that creature. As long as <this> is in your graveyard, creatures you control with link counters get +0/+1. Faith strengthens the body against harms, and the mind against despair.
Current version:

EDIT - Increases the mana cost by 1 and extend the toughness benefit. EDIT - Reduxed the card as per Necrologia's suggestion.

So, the question shouldn't be "How many cards can the opponent be made to draw with a single spell?" Instead, design a card with a less deck-oriented purpose. So true. Back on topic: Index - Making it reveal more card is one of the solution, but making it an instant looks like a better idea. Library manipulation is more of a "end of your turn, I fix my future position a bit" trick and is not as efficient if you can only play it on your turn. Would you play [card]Brainstorm[/card] if it was a sorcery? Otherwise, 10 card seems good - any more and it will help combo decks too much. "Target opponent draws X cards" - X would have to be a really large number (say, 40) for that to work. Such a card is narrow and non-interactive, making this card not interesting to play with/against. This type of card is also hard to balance. (See [card]Yawgmoth's Will[/card] and [card]Standardize[/card], for example) The obvious card advantage it gives to your opponent makes balancing the card even harder. The cards in your library is not as important a resource as, say, cards in your hand - this is also a reason [card]Demonic Consultation[/card] and [card]Arcslogger[/card] are used. To conclude, such a card is possible but is not likely to be popular - Wizards has printed [card]Wheel and Deal[/card], and you know how it fared. Creature issue - Short and irresponsible answer: Of course it can *points to Kird Ape, Masticore and Morphling* Longer (and probably still irresponsible) answer: That depends on your definition of "strong". All four creatures you have mentioned on your question are very good in combat, but a single [card]Pacifism[/card] (Yes, the not-tournament-caliber Pacifism) will fix them well. There are, on another hand, creatures that are modest in combat but good outside that - [card]Tradewind Rider[/card] and [card]Academy Rector[/card] are some examples. Thus, "good" is in the eyes of beholders, and Nantuko shade or Troll Ascetic are certainly not the end of creatures' evolution. Ability cost - Not that sure, but I believe [card]Twiddle[/card] should cost less than U (which is a reason I am glad to see [card]Dream`s Grip[/card] printed). Reprint - Wasteland seems like a good idea, as is Firestorm (and how is Firestorm abusable anyway? Even if you do get a lot of cards via Necropotence or other sources, you still need a lot of targets to make it work). Dissipate is printable even with the current logic on counterspells. No idea about Wall of Blossoms (though I am a bit biased towards the only tournament-playable wall in Magic history  ), and Armageddon is a no-no. Others have mentioned about its impact on the game, and I would like to add that such a card does not work with the colour wheel just like how direct damage is not blue's realm. By the way, what is LED?

Hi ZoneSeek - It is MaG from BB speaking. So everything that goes to the graveyard will become sort of "legendary"? This can hurt you greatly without some removal of your own - and god forbid random LD on one of your basic lands. Conclusion: This can probably cost 2.

Necrologia - Your suggestion would make it never counter a multi-coloured spell since a multi-coloured spell always has two or more colours, right?
As for card power, it is based on the old-school system where Counterspell is the norm - but seeing that this will counter any spell in a mono-coloured deck, I guess the cantrip has to go then.
stijndon - Yeah, chromomage is not that good of a title - mind giving another suggestion?

Just like Jacob Orlove has said.
It would be kind of cool to get the card if the revealed card is not the named card (Time Warp costs 3UU and does not make you risk skipping a turn), but it is your call.

A little question: If you get a X-spell with this, will you pay for the X or do you just use the X as paid by the spell's owner?
Brendan has hit a rather important point - this is a Spelljack for instants and sorceries, and Spelljack costs 4UU with no AMC (alternate mana cost). I would say 4UU for the cost and tag a mana cost on the AMC.
Note as well that your current version can be used by any deck since it requires only an artifact. It is not too fun to get your spell spellslavered by some random WW deck (removing the Skullclamp in his/her hand), right?

Well, the set this card will be in encourages multicolour as well. This is made to be a mechanic hoser like Planar Overlay, only a bit better and you will not cry when you open it.
And the mana you tap will affect the game quite a bit in that set as well.

Consume Body - The additional effect is too weak for an extra enemy colour.
Consume Soul - This looks better, but the chance for the extra ability to work for you is rather low.
Consume Anger - This is a good one. Not only can you give your attacker a power boost, but you can kill another creature as well if you want to, thus giving you two-to-one card advantage. It is my favourite of the bunch.
Consume Mankind - The name does not sound right. And you may want to try this wording:
Choose a creature you control. Destroy all other creatures and that creature gets +5/+5 until end of turn. At the end of turn, you lose the game.
The card does not seem like a 5-coloured one, by the way - making it W/B or B/R would be good enough.

Ephraim has got the idea. However, Hamper cannot counter the hypothetical 2G spell if its controller pays two colourless mana for the 2 because, hey, colourless mana is colourless.
Note that Hamper does not hose multi-coloured cards strongly though - if you are playing a Psychatog, it can't be countered by this spell as long as you pay the 1 with blue or black mana.
I can make it cost 1U and lets you draw a card. Is that better or do you prefer the current version?

Hello to you all. I have been making cards on other forums, but this is my first post here. Hope you like this card: Hamper U Instant Counter target spell if it is paid with mana of a colour other than its own colours. Magic is to remain pure. - Vondruska, Master MageThis is in a block I am building which emphasise the colour of mana you pay for spells. It is supposed to punish those who splash a colour for utility spell, but with all those off-colour moxen and dual lands running rampant in Type 1, I suppose this would have an impact there - or at least players will be more careful on what colour of mana he or she should tap for  And since artifacts are colourless, this will always counter an artifact spell unless you manage to play the artifact with colourless mana. Current version:
Hamper 1U Instant Counter target spell if it is paid with mana of its colours only. Uniformity stifles. - Yax, wandering mageEDIT - Removed cantrip. EDIT - Changed identity of Yax from Chromemage to wandering mage (Thanks stijndon)
