Spells you control cost up to  {1} less to cast.
Almost as broken as my card draw spells. And pretty good with them!
I play Emerald Medallion in my Radha EDH deck (Loam for  {G}? yes please), and Sapphire Medallion in my Wydwen EDH deck.  They are both bombs.  I was pretty much trying to come up with the perfect EDH card.

Chess really changed when they decided to stop making Queens and Bishops.  I'm just glad I got my copies before the prices went crazy.

It's been so long since we've had any decent artifact acceleration printed.  Even this thing isn't all that good.  But I'd settle for it just to add something else to the repertoire, especially in Legacy.

Absolute zero:  This card costs zero, even if other cards would make it cost more.
Exile target Artifact, Creature, or Planeswalker.  Exhile this spell upon Resolution.
0:  Return this card from your graveyard to your hand.  Play this ability at Instant Speed as if it had Split Second.
This card has Shroud as long as it's in the graveyard.

MOST of them are too broken to print.

I wasn't going to say anything, especially since everyone is going nuts with their suggestions, but your comment quoted above was just too much for me to ignore.

Some of those are too broken to print.  Especially the one mana Hymn to Tourach.

Just wanted to point out that your 'The Human Condition' wouldn't work as intended, because changing loyalty counters is a cost of activating their abilities, not an effect.  You could have it say something like: "if used on a planeswalker card's acitvated ability, remove three Loyalty counters from that planeswalker."

Well, its not a 1 mana Hymn its a 1 mana stupor with 2 life loss.  How is that better than thoughseize?   My understanding was giving your opponent the choice of discard or random discard were both "bad".

Balancing Stone isn't broken, and Null rod Elf isn't either.

Burning sunlight seems even to me.  1 mana CC adds only 1 colorless, and u lose a life.  Its not better than Birds or Elve's.

Imminent Domain is so high CC I figured it would not in any way be "broken".

Bull in a china store seems realistic.  It could be 6R or even 8R instead I spose.

The rest, eh, maybe too broken, but if ALL were printed, I think it would be an equlibrium of power between Artifact decks and non artifact decks.

If by "negates sphere effects" you mean that it just costs 2 less for each artifact your opponent controls, this does not negate sphere effects.  The order of layering is, reducing (affinity), addition (Sphere of Resistance), cost setting (trinisphere).
If you meant for this spell to be unaffected by spheres it would have to say, "Bull in a China Store is unaffected by cost raising and cost setting abilities."
