I'm well aware that this is not yet a proven archetype, but there was much discussion by some of the top players in the NY/NJ/PA area in regards to a possible Cat tribal deck. With ten minutes of free time I came up with the following:
4 Jungle Lion 4 Savannah Lion 4 Loam Lion 4 Qasali Pridemage 4 Nacatl Savage 4 Steppe Lynx 4 Glittering Lynx
4 Null Rod 2 Tariff
4 Savannah 4 Wasteland 4 Windswept Heath 3 Forest 3 Horizon Canopy 2 Ghost Quarter 2 Plains 1 Black Lotus 1 Mox Emerald 1 Mox Pearl 1 Strip Mine
Other ideas that I had, but that didn't make it into version 1: 1. Splashing red for Wild Nacatl and, to a lesser extent, Nacatl Outlander. 2. Splashing black for Spectral Lynx and possibly some black tutors to find more cats. 3. Cutting some 1 mana 2/1s for bigger cats like Noble Panther.
All input is greatly appreciated, including possibilities of a sideboard.

The original version of this deck (which, for those who are unaware, made it all the way to the finals of one of the super early LI tournaments that I ran) had Noble Panthers main.
It's funny that we joke around about this deck, but you could definitely steal some games off just being so aggressive. I like that you kept the Glittering Linx's. They were really good for Doobie when he played against Sligh in the finals. T1 Jackal Pup doesn't look so good anymore.

I'd find room for Spectral Lynx. Even if you don't have the black to regen, it's a house against Terastadon and it's elephant tokens since it has pro: green.

I think you should play Wild Nacatl. Even without splashing red, he is better than Jungle Lion as long as you have consistent access to Savannah.
You could drop Glittering Lynx for Nacatl. But I am pretty sure that that slot should belong to Noble Panther. Noble Panther kills Juggernaut and Lodestone Golem and lives.
If you splash red, Scarred Puma is pretty good since you have so many green creatures.
Also, perhaps you should play Shared Triumph. It trumps Darkblast and allows your cats to survive Engineered Plague.
What has been your experience versus Snakes? I have found Snakes to be difficult because past turn two the Snake player can just start two for one-ing like crazy if my hand isn't fast enough. I don't know a good solution for this since packing hate for Snakes maindeck leaves me wide open to Vampires.

There are enough strong cats around that inclusion of sub-par creatures is unnecessary. You only need 20 right?
This may not be dirt cheap, if that was an important goal, but it seems very easy to smash together a cat zoo list that could compete in legacy tournaments when properly tweaked to the metagame. Whether it would be good in tribal or not, I leave up to the tribal conosseurs among you:
4 wild nacatl 4 loam lion 4 steppe lynx 3 grim lavamancer 4 qasali pridemage 4 spectral lynx 3 ranger of eos
4 lightning bolt 3 swords to plowshares 3 chain lightning
3 rancor
1 plateau 2 taiga 2 savannah 1 badlands 1 scrub land 4 arid mesa 4 wooded foothills 1 windswept heath 4 wasteland 1 strip mine
13 sources for each main color (and 11 for black) should ensure stable mana. A decent amount of red crowd control measures and 5 strips to punish both other decks skimping on lands and slower builds. A tiny bit of card advantage to recover from sweepers and overwhelm in mirror matches. And rancor to squeeze some extra juice from every little kitthe.
Jitte, vial and clamp are banned right? They could all be good here and the idea of clamping cats strangely appeals to me.
EDIT: It seems Storm beat me to it. However, this is meant for tribal, right? How did the banned/restricted list for tribal look like again?

Just blocking Goyf seems good enough. Or, swinging through him. And regeneration is so clutch! Plus, if you run black you can run Mirri the Cursed. She's obviously your finisher, she's a black cat!
